Constitution and Bylaws of the Lake Land College Annuitants Association
Article I: Name
The name of this organization shall be the Lake Land College Annuitants Association (LLCAA).
Article II: Purpose
The purposes of the Lake Land College Annuitants Association shall be to:
- promote the individual and collective interests and welfare of Lake Land College annuitants and their survivors
- promote discussions with and service to the college
- improve communications between the college and its retirees
- promote social events for its members
- promote discussion and participation with other annuitant organizations in the State of Illinois
- actively pursue communication with legislators on issues related to annuitants’ concerns
Article III: Membership
Membership in the LLCAA shall be open to the following:
- annuitants (faculty and staff) of Lake Land College
- employees (past and present) who are eligible for SURS benefits or are receiving SURS benefits
- spouses or surviving spouses of annuitants
Article IV: Executive Board
The affairs of the Lake Land College Annuitants Association shall be conducted by an Executive Board consisting of the following officers: President, Vice-President, or Co-Presidents, Secretary, and Treasurer.
Members of the Executive Board shall be elected at the annual membership meeting. Two-year terms of office shall begin at the close of the annual meeting, with the exception of those appointed to serve remainders of terms vacated by resignation, who shall serve the balance of the term vacated.
Vacancies on the Executive Board shall be filled for the unexpired term by the President.
The Board shall arrange for an annual membership meeting and for other meeting(s) as shall be deemed desirable. At each meeting, the Board shall report on all organizational activities and the highlights of SUAA activities.
Article V: Duties of Officers
The President shall prepare an agenda for and preside at all meetings and serve as the official spokesperson for the LLCAA.
The Vice-President shall preside at meetings when the President is unable to attend and shall be responsible for planning programs for the annual meeting and other membership meetings of the organization.
The Secretary shall record minutes of all meetings and maintain membership records.
The Treasurer shall maintain records of receipts and expenditures of all funds and submit regular reports at meetings of the LLCAA. The financial records of the Treasurer shall be audited as warranted by the membership.
Article VI: Election of Officers
Officers will be elected at the annual membership meeting.
Article VII: Committees
Committees may be created to advance the work of LLCAA and members are appointed by the President.
Article VIII: Dues
Membership (local) dues for the LLCAA shall be set annually by the membership of the Association. Membership dues for the SUAA are set by that association. Dues for both LLCAA and SUAA shall be payable through the SUAA website at the time of joining and annually each year thereafter.
The Executive Board may accept voluntary donations as well as monies earned from fundraising activities.
Article IX: Amendments
The Constitution shall be reviewed every three years by the Executive Board. Amendments may be proposed by the Executive Board or by a petition signed by at least five members of the LLCAA. Such amendments shall be presented for a vote at the annual meeting. A majority vote of members present is required for passage.
Article X: Bylaws
- A minimum of one business meeting will be held each year. The elections of officers of the LLCAA shall be conducted at the annual meeting. A quorum shall consist of members present, and a majority of members present shall be required for passage of motions or election of officers.
- Other meetings, business or social, may be called throughout the year by the Executive Board or by petition of five or more members.
- Requests for reimbursements shall be submitted to the President for approval and given to the Treasurer for payment. Items, which are reimbursable expenditures, shall be part of a budget prepared for adoption at the annual membership meeting.
- Amendments and additions to the By-Laws may be proposed by the Executive Board or submitted to the Executive Board by petition signed by five or more members of the LLCAA. Such amendments shall be presented for a vote of the membership at the annual meeting. A majority vote of members present is required for passage.
